Why the City Matters More Than You Would Expect

There is no common standard across this metro. Lee’s Summit requires a land disturbance permit above 2,000 square feet of disturbance. Kansas City requires nothing under one acre. Olathe requires a permit for grading generally. Independence exempts under 50 cubic yards only where the work does not obstruct a drainage course.

The design criteria differ too. Independence enforces the 1990 edition of APWA Section 5600; Overland Park enforces the February 2006 revision of the same regional document. And Kansas City is the only one of the five that bills stormwater as a monthly per-property fee based on hard surface, with credits you have to apply for.
